Smart City Rijeka: Connecting Parking, People and Urban Mobility

Rijeka, one of Croatia's largest cities, is setting an example for connected urban mobility. Together with SKIDATA and local technology partner ECCOS, the city has brought parking management, real-time availability information and EV charging services into an integrated solution. The project demonstrates how forward-thinking cities can benefit from advanced parking software, connected infrastructure and local innovation.

Rijeka takes a smarter approach to urban parking

As a major port, business center and gateway to Croatia's Adriatic coast, Rijeka serves residents, commuters and visitors with different mobility needs.

Rather than managing parking facilities individually, the city has taken steps to connect them into a coordinated urban infrastructure.

Working with municipal services company Rijeka plus, SKIDATA and Croatian technology specialist ECCOS have implemented an integrated solution connecting parking garages and enclosed outdoor parking facilities.

For Rijeka, this means better operational visibility, more convenient services for drivers and a foundation for future mobility innovations.

What does connected parking mean for Rijeka?

The solution combines SKIDATA's integrated parking management technology with ECCOS's Smart City Enablement Platform (ESCEP), bringing several capabilities together:

  • Integrated parking management: SKIDATA software for managing parking operations, subscriptions, access permissions and payments across connected facilities.

  • Real-time operational visibility: Central monitoring helps operators identify system status and access issues.

  • Smart access: License plate recognition (LPR) and automated entry and exit processes simplify the parking experience.

  • Real-time parking availability: Drivers can check available capacity online and on digital information signs throughout the city.  Integrated payment and EV charging: Parking and EV charging services are connected through a combined payment process.

Together, these capabilities give Rijeka plus greater control over its parking operations while improving convenience for residents and visitors.

The initiative also supports Rijeka's wider mobility and sustainability ambitions. Better parking information can help reduce unnecessary searching for spaces, while integrated EV charging supports electric mobility. Reduced congestion and improved energy efficiency are potential benefits, although their environmental impact has not yet been quantified.

SKIDATA Connect: Enabling Smart Cities and Partner Innovation

Modern cities need parking systems that communicate with other platforms and services.

SKIDATA Connect combines integrated parking management, advanced payment capabilities and open APIs with a software architecture that brings together reliable on-site operations and cloud-based services for monitoring and analytics.

ECCOS, a long-standing SKIDATA partner, uses these APIs to connect SKIDATA's parking software and hardware with its own Smart City Enablement Platform (ESCEP). By combining SKIDATA technology with its local expertise and software development capabilities, ECCOS has helped Rijeka turn its vision for connected urban mobility into reality.

And Rijeka's approach offers inspiration beyond the city itself. From Split to Zadar and beyond, other municipalities face similar challenges in making parking and mobility services work better together.

Rijeka shows what cities can achieve. ECCOS shows what SKIDATA partners can make possible.
